About the Role

The Health, Safety & Environment (HSE) Specialist will support the implementation and continuous improvement of the company’s HSE management systems across tower infrastructure, network facilities, and operational activities.

The role ensures compliance with national regulatory requirements and international best practices while promoting a strong safety culture across field operations, contractor activities, shared infrastructure environments, and associated support functions.

Key Responsibilities

• Support the implementation and continuous improvement of HSE management systems across telecom tower infrastructure and operational activities.
• Ensure compliance with Rwanda occupational health, safety, and environmental regulations, as well as telecom-specific requirements.
• Conduct risk assessments for tower construction, installation, maintenance, and operational activities.
• Lead incident investigations, root cause analysis, and implementation of corrective and preventive actions.
• Monitor HSE compliance of contractors, tenants, and field operations across shared tower environments.
• Coordinate emergency preparedness activities, including fire safety inspections, drills, and response plans.
• Support environmental management initiatives, including waste management, energy efficiency, and sustainability programs.

What We’re Looking For

• Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field.
• Minimum of 3–5 years’ experience in HSE, preferably within telecom infrastructure, construction, energy, or similar operational environments.
• Strong knowledge of HSE regulations, telecom infrastructure risks, and international HSE standards.
• Strong incident investigation, risk assessment, analytical, and reporting skills.
• Excellent communication and stakeholder engagement abilities.
• Professional certifications such as NEBOSH, IOSH, or ISO 45001/14001 Lead/Internal Auditor are an added advantage.
